Master roster across the entire business. Every assignment runs the constraint engine server-side; blocking entries (leave / sick / TAFE / training / public holiday) remove capacity. Drag a block from the tray onto a person and day to place it, or drag a pending leave request onto the calendar to review it - that review endorses or declines the request; payroll's later sign-off is what actually removes capacity. Placing a block on someone else, and endorsing leave, are both gated server-side.
